Resulta innecesario, por consabido, subrayar tanto la diversidad de los sectores que son objeto de la acción administrativa como la centralidad que en todo ese complejo ocupa lo que puede denominarse como la actuación formalizada de la Administración, o sea, su modus procedendi y las correspondientes garantías.
Lo más relevante de este régimen básico viene contenido en las Leyes 39 y 40/2015 de 1 de Octubre que con mayor o menor originalidad y ambición regulatoria inciden sobre lo que fue objeto de la Ley 30/1992 y otras de su "entorno jurídico.
El estudio lleva por título "Algunos aspectos clave de la reforma . . ." y ello indica claramente que no se abordan problemas concretos de los muchos que serían merecedores de ello, sino cuestiones conceptuales que transcienden de la casuística que ofrecen leyes de tanto espectro. Así, son aspectos cruciales el del critériurn seguido para distinguir las normas de "régimen jurídico" y las del "procedimiento administrativo común" dado el distinto peso específico que cada una de estas categorías tiene según establece la Constitución. Y desde esta cuestión realmente medular derivan otras tales como la imperatividad de la que ahora gozan las regles de la "Administración electrónica", lo que debe entenderse por derecho "Común" en esta materia y la critica sobre la calificación o naturaleza que el legislador ha dado a ciertas regulaciones al ubicarlas en una u otra Ley de las citadas.

The most relevant oT this basic regime is coiitained in Laws 39 and 40/2015 of October lst, which, with greater or lesser originality and regulatory ambition, affect what was the subject of Law 30/1992 and other of its legal "environment".
The study is entitled "Some key aspects of the reform ..." and this clearly indicates that specific problems are not taken in account, of the many who would be worthy of it, but conceptual issues that transcend the casuistry offered by laws of such spectrum. The crucial aspects are the-criterium followed to distinguish the norms of "legal regirne" and those of the "comrnon administrative procedure" given the different specifíc weight that each of these categories has according to the Constiiution. And from this really core issue derive other such as the imperativeness that now enjoy the rules of the "electronic Adrninistration", what should be understood by "Common" Law in this matter and the criticism about the qualification or nature that the legislator has given certain regulations by placing them in one or another of the aforementioned laws.
