Se procura sintetizar los rasgos generales del sistema autonómico estatal regulado por la Constitución de 1978 en contraposición con el que se ha ido impo- niendo en la realidad política y normativa a partir de los Acuerdos Autonómicos de 1982. En el primero se destaca su concepción bifronte, al dividir los territorios en nacionalidades y regiones y arbitrar para cada una de estas clases un tipo cons- titucional de autonomía diferenciado: uno especial, como descentralización polí- tica, para los territorios que hubieren ratificado históricamente sus estatutos, por derechos históricos o por utilizar la vía de acceso del art. 151; y otro común o general para los demás, con descentralización básicamente administrativa. En cambio, el que se ha ido imponiendo en la práctica, bajo la incontestada dirección del Tribunal Constitucional e imponiendo la hegemonía directa del Estado central, ha concedido naturaleza política a todos los territorios, les ha otorgado una igual naturaleza y les ha unificado independientemente de sus dimensiones históricas, políticas, territoriales y/o económicas. Con ello –se opina en este trabajo–, se ha modificado el pacto constituyente inicial, se han utilizado vías normativamente inadecuadas para encuadrar el proceso y se ha creado un sistema disfuncional, tanto en el plano político como en el de la constitucionalidad, para integrar en el normal funcionamiento del Estado los dos grandes territorios para los que espe- cíficamente se previó la descentralización política: Cataluña y el País Vasco.
