The ReNEUAL Model Rules on EU Administrative Procedure have been developed on the basis of extensive comparative research. Yet although they have strong connections to specific experiences in the various member states, their main aim is to simplify and reinforce general principles of administrative law at the EU level. They do, however, also challenge the national legislation on administrative procedures. With specific regard to German law, this article demonstrates the utility of a comparison with new and innovative mode of thinking about procedural rules, that is unhindered by national traditions and traditional boundaries. This novel approach may be helpful in order not only to reinforce a genuinely European administrative culture, but also to encourage some overdue changes at national level.
