El procés sobiranista endegat a Catalunya per les institucions catalanes, amb el suport d’una importantíssima part de la societat civil, s’ha convertit en l’aspecte central i més controvertit del debat polític sobre l’organització territorial del poder, en el marc del sistema de descentralització política que configura l’Estat de les autonomies. Aquest procés sobiranista, fonamentat en el dret a decidir del poble de Catalunya, ha estat, d’una banda, l’origen de nombroses iniciatives de les institucions catalanes, que han motivat la resposta automàtica de les institucions espanyoles; de l’altra, també la comunitat europea i internacional han prestat i continuen prestant atenció a l’esmentat procés. Són també molt nombroses les anàlisis dutes a terme per part de la doctrina constitucionalista i de la ciència política sobre diferents aspectes vinculats al procés sobiranista, que s’ha situat en el centre de la discussió doctrinal. La sistematització de tot aquest conjunt d’iniciatives, actuacions i estudis té la virtualitat de fer palès, amb dades objectives, aspectes rellevants de l’evolució del procés sobiranista des del seu naixement fins a juny de 2017, data de tancament del present Dossier.
The process of sovereignty, started in Catalonia by the Catalan institutions, with the support of a significant part of the civil society, has become the central and most controversial aspect of the political debate on the territorial organisation of power within the framework of the system of political decentralisation that shapes the State of the autonomies in Spain. On the one hand, this process of sovereignty, based on the right of the people of Catalonia to decide, has been the source of several initiatives on the part of the Catalan institutions that have resulted in an automatic response from the Spanish institutions; and on the other, the European and international community has paid attention, and indeed continues to pay attention to the aforementioned process. Constitutionalist doctrine and political science have carried out several analyses of the various aspects linked to the sovereignty process, placing the process at the heart of the doctrinal debate. The systematisation of this series of initiatives, actions and studies has the advantage of highlighting, with the use of objective data, important aspects linked to the evolution of the sovereignty process from its beginnings up to the close of this dossier in June 2017.
