Para que un ambiente rural sea considerado paisaje cultural, requiere de la intervención de la actividad humana en un determinado tiempo. La Comisión Evaluadora de Patrimonio (CEPHCyN 2005) señala que Paisaje Cultural es “aquel que al combinar los trabajos de la naturaleza y de la humanidad, expresa la íntima relación entre la sociedad y su ambiente natural”. La Patagonia Austral es un ambiente natural y dentro de la misma se encuentra inserta la Comarca de la Cuenca Carbonífera del Río Turbio, que sintetiza un paisaje cultural debido a actividad humana a lo largo de años de ocupación. Desarrollada con aporte estatal a partir de la instalación de la empresa Yacimientos Carboníferos Fiscales (YCF) en el año 1.945, amalgama el matiz y la trama de enclave minero con identidad propia (abarcando necesariamente a todos aquellos que son parte de esa identidad colectiva), no pudiendo dejarse de ser considerado por otro lado como un Proyecto de Desarrollo Industrial en áreas estratégicas. El desafío actual es conciliar esa identidad de enclave minero, con el desarrollo de un turismo rural de carácter local, que utilice los recursos naturales disponibles en un marco de sustentabilidad y pueda posicionar a la cultura y al patrimonio local como atractivos únicos por su autenticidad y escasez. También se busca mantener la idiosincrasia local y promover el desarrollo de los territorios rurales. Esto requiere de la ayuda y soporte del sector público y social involucrado, junto con adecuada planeación estratégica, pues espontáneamente tiene escasas probabilidades de ocurrencia.
To consider a rural environment as a cultural scenery requires the intervention of the human activity on a determined period of time. The Comisión Evaluadora de Patrimonio (Patrimony Evaluating Commission) (CEPHCyN 2005) says that a Cultural Scenery is “the one that with the combination of nature ́s and human ́s work, expresses the intimate relation between the society and its natural environment”. Southern Patagonia is a natural environment in which we can find inset the Coal Basin of Río Turbio Region which synthesizes what a cultural scenery is, due to the human activity throughout years of occupation. Developed with governmental assistance since the installation of the coal mining company Yacimientos Carboníferos Fiscales (YCF) in the year 1945, blends the matrix and network of the mining enclave with its own identity (necessarily including all those who are part of this collective identity), not forgetting to consider it on the other hand as an Industrial Development Project in strategic areas. The actual challenge is to conciliate this identity of a mining enclave, with the development of a rural tourism of a local character, which may use the available natural resources in a setting of sustainability and that can position culture and local patrimony as unique attractives because of their authenticity and scarceness. It also seeks to maintain the local idiosyncrasy and to promote the development of rural territory. This requires the assistance and support of the public and social sectors implicated, together with the adequate strategic planning, because spontaneously it has scarce possibilities of occurrence.
