The article looks at human rights and constitutional law in the areas of information and Internet access. The author expresses the view that as Internet access becomes increasingly necessary to full participation in the world, it should be recognized as a human right. Topics include countries such as Costa Rica that have laws or policies on the right to Internet access and how the U.S. Constitution has been interpreted over time to apply to new technologies.
