Neste trabalho, observam-se e analisam-se formas nas quais as expectativas são institucionalizadas e operacionalizadas nos sistemas da sociedade moderna que são diferenciados funcionalmente. Constatamos que, nas modernidades periféricas – diferentemente das sociedades centrais –, utilizam-se formas de operação, as quais obedecem a outro tipo de diferenciação, criando obstáculos, corrompendo e anulando os códigos formais (legal/não legal: direito; governo/oposição: política) e respondendo mais a uma lógica de ordens segmentária ou estratificada que às operações de um sistema funcional e operativamente diferenciado. In this work it is observed and analyzed the ways in which the expectations have been institutionalized and operationalized in functionally differentiated systems of the modern society. We note that in modern peripheral – unlike the central societies – are used modes of operation that obeys other kind of differentiation by blocking, corrupting and annulling the formal codes (legal/not legal: law, government/opposition: politics and which responds more to a logic of a segmented or stratified order than the operations of a system that is functional and operative differentiated.
