En este trabajo se defiende la idea de que los sistemas generales, como cualificados instrumentos de la ordenación urbana, y territorial, no son per se bienes de dominio público. Pueden serlo, y lo son mayoritariamente, cuando se realiza la concreción y efectividad de su destino y éste coincide con las previas y expresas declaraciones legales de demanialidad de las instalaciones o equipamientos a que pueden ser destinados los sistemas generales. Pero también esos sistemas pueden ser, y de hecho lo son en gran medida, de titularidad privada, sin perder un ápice de su genuina finalidad u objetivo. De modo que, al igual que la calificación de los bienes como dominio público conecta con el objeto, bien o servicio o equipamiento de destino y no a la inversa, los sistemas generales son "unidades de destino" para los terrenos urbanos, urbanizables o no urbanizables, que exi-jan instalaciones para el común beneficio público y vertebración de la ciudad

Izan daitezke, eta gehienak badira, haien helburua eta helburuaren eraginkortasuna zehaztean, sistema orokorretara bidera daitezkeen instalazioen edo ekipamenduen jabari publikoko lege-adierazpenekin, aurretik eta berariaz egindakoekin, bat badatoz. Bainasistema horiek titulartasun pribatukoak ere izan daitezke, eta hala dira hein handi batean,horregatik beren helburua edo xedea ezertan aldatu gabe. In this paper, the idea that the "General Systems", as qualified instruments of urban planning and territorial, are not, per se, public property, is defended. They can be, and mostly they are, public property when produced the specificity and effectiveness of its destination and this coincides with previous and express statutory declarations in public ownership. But these "Systems" can be, and indeed are largely, privately owned, without losing its genuine purpose or objective. So, like the qualification of property as public connects with the object, equipment or service, and no the other, the "General Systems" are units target" for urban, developable or nor developable land, requiring facilities for the common public and the backbone of the city benefit.
