The article discusses the Singaporean government's efforts to development high technological systems to perform mass surveillance on its society during the early 21st century. An overview of the cooperation on mass surveillance between the U.S. Defense Advanced Research Projects Agency (DARPA) director and former national security John Poindexter and the Singaporean permanent Secretary of Defense Peter Ho, including in regard to the U.S.'s Risk Assessment and Horizon Scanning program (RAHS), is provided. An overview of the use of the RAHS program to combat terrorist and for national security purposes is also provided.
