José Manuel Freire Nogueira
In this short contribution, the Portuguese General José Manuel Freire Nogueira -very well-known among geopolitical scholars-provides a summary of an important and curious page in the history of the Cold War, concerning the moment immediately before the fall of the Berlin Wall and the end of bipolarity, with reference to the arms race which Nogueira and the other directors of NATO were called on to monitor, supervise and manage. In his writing, the general shows his astonishment on arriving at the "revolutionary conclusion" that the Soviet Union's war preparations were totally insufficient to withstand a possible clash with NATO, and the difficulty he had trying to convince Western military leaders of the discovery he had made.
