La crise actuelle accentue la nécessité d'une véritable coordination fiscale au sein de l'UE. Pour le monde syndical, l'objectif doit être d'assurer un niveau suffisant de recettes pour maintenir notre modèle social. Cela requiert une imposition effective de toutes les formes de revenus en mettant fin à la concurrence fiscale et en assurant une connaissance de tous les revenus, via un échange d'informations entre les Etats. L'extension du champ d'application de la Directive « Epargne » devrait le permettre. Sur cette base, la Commission européenne pourrait conclure des conventions fiscales « offensives » pour lutter efficacement contre l'évasion fiscale et les paradis fiscaux. Si l'harmonisation de l'assiette d'imposition des entreprises est indispensable, elle doit obligatoirement s'accompagner de la fixation d'un taux minimum d'imposition. L'instauration d'une taxation des transactions financières sous la forme d'un impôt européen devrait assurer à l'UE des recettes pour mettre en place des initiatives économiques et de développement.
Die aktuelle Krise macht noch deutlicher, dass es einer angemessenen Steuerkoordinierung innerhalb der EU bedarf. Aus gewerkschaftlicher Sicht muss dabei das Ziel verfolgt werden, ausreichende Steuereinnahmen zur Erhaltung unseres Sozialmodells sicherzustellen. Dies setzt voraus, dass alle Einkommen gleich welcher Art besteuert werden, der Steuerwettbewerb beendet und ein Informationsaustausch zwischen den Mitgliedsstaaten eingeführt wird, um zu gewährleisten, dass Steuern auf sämtliche Einkommen erhoben werden. Dies könnte durch eine Ausweitung des Anwendungsbereichs der Zinsbesteuerungsrichtlinie erreicht werden, die der Europäischen Kommission ermöglicht, ''offensive'' Steuerabkommen abzuschließen, um Steuerflucht zu verhindern und Steueroasen zu beseitigen. Die Harmonisierung der Steuerbemessungsgrundlage stellt zwar einen entscheidenden Schritt im Bereich der Körperschaftssteuer dar, aber dabei muss unbedingt auch ein Mindeststeuersatz festgelegt werden. Die durch die Einführung einer europäischen Steuer auf Finanzgeschäfte generierten Einnahmen sollten zur Finanzierung von EU-Initiativen im Wirtschafts- und Entwicklungsbereich verwendet werden.
The current crisis further raises the need for proper tax coordination within the EU. Viewed from a trade union standpoint, the aim must be to ensure a level of tax revenue sufficient to maintain our social model. This requires taxation of all forms of income, putting an end to tax competition and introducing an exchange of information among states to ensure that all income is subject to taxation. This can be achieved by extension of the scope of the Savings Directive, which would, in turn, enable the European Commission to conclude 'offensive'tax agreements in the effort to wipe out tax evasion and tax havens. While harmonisation of the tax base is an essential step in the realm of corporation tax, this must of necessity be accompanied by the fixing of a minimum rate of taxation. The introduction 'in the form of a European tax 'of a tax on financial transactions should provide the EU with funds for economic and development initiatives.
