El denominado 'Gobierno Abierto' es un tema que en la actualidad está suscitando un gran interés a muy distintos niveles, aunque no parece haber consenso acerca de cuáles son sus fundamentos o sus objetivos. El autor plantea que las dos concepciones más aceptadas del término (relativas a una mayor eficiencia en la prestación de servicios al ciudadano y a un proceso de construcción colectiva de la sociedad) no deben considerarse modelos alternativos, sino complementarios. Asimismo, enuncia los componentes esenciales de una estrategia de Gobierno Abierto.
What has come to be known as "Open Government" is a topic currently attracting a great deal of attention on various levels. However, there seems to be a lack of consensus about its defining principles and its goals. This author looks at two of the most widely accepted definitions of open government -that which provides services to citizens with greater efficiency and that which is a process of collectively building society- and argues that they need not be viewed as opposing models, but rather, as complementary ones. Additionally, the article lays out the essential components of an open government strategy.
