On April 24, 2012, the Grand Chamber of the Court of Justice of the European Union delivered its judgment in a case concerning unequal treatment, in respect of housing benefit, of an Albanian national (Mr Kamberaj) with long-term residence status. The Court gave an interpretation of the equal treatment clause in the Long-Term Residents Directive and, for the first time, applied art.34(3) of the EU Charter of Fundamental Rights concerning the right to social security and social assistance. It did not, however, touch upon the issue of potential racial or ethnic discrimination. This contribution analyses the judgment, its significance for the European Union's role as regards the integration of third-country nationals, and its relationship to the case law of the European Court of Human Rights.
