The capacity of institutions to manage Union and national responses both within and beyond the framework of EU law remains under acute scrutiny. And increasingly, related discourse shifts the debate to the dimension of morality. The scale of these challenges is profoundly daunting. The depth of contestation and emotion shaping the trajectory of their resolution will leave scars.
