El presente artículo busca por un lado, indagar las razones que han convertido al Estado peruano en el principal responsable del exponencial incremento de la conflictividad social que se vive en el país. Por otra parte, analiza la complejidad del contexto social, político y electoral en el que conviven empresas mineras, comunidades y el Estado. Finalmente, se presentan algunas conclusiones y recomendaciones políticas.
This article aims on one hand, investigate how the Peruvian State and its institutional framework have become primarily responsible for the exponential increase in social unrest that the country is facing. On the other hand, it analyses the complexity of the social, political and electoral context where mining companies, communities and the State interact. Finally, it presents some conclusions and policy recommendations.
