Os royalties do petróleo são compensações financeiras consequentes da exploração de petróleo ou gás natural. Devido à relevância da receita dos royalties do petróleo para a política fiscal e de desenvolvimento econômico do Rio Grande do Norte, e em particular, para os municípios que compõem a Área de Petróleo Potiguar, se fez necessário estabelecer um estudo sobre as suas influências na dinâmica socioeconômica dessa região. O objetivo geral desse artigo é investigar as contribuições das receitas extraordinárias, originadas da atividade industrial de petróleo no território potiguar, para a melhoria da qualidade de vida destes municípios. Assim, através da evolução dos índices de IDH-M vislumbrou-se observar se os royalties têm contribuído para o desenvolvimento humano nos municípios em estudo. Os dados para a pesquisa foram obtidos junto ao IBGE, ANP e FERMURN, e para analisar a evolução das duas variáveis � royalties e IDH-M � foi utilizada a metodologia descritiva. Ao final do artigo conclui-se que um dos fatores que ocasionaram na melhoria da dinâmica de desenvolvimento dos municípios da região foi o incremento dessa receita extraordinária nos orçamentos municipais, permitindo investimentos em programas que possibilitaram melhoria nas variáveis: renda, longevidade e educação. O resultado do coeficiente de Pearson (0,689) apresentou que existe uma correlação positiva entre as variáveis no período de 1995 a 2000.
The royalties from oil are financial compensation resulting from oil exploration or natural gas.
Due to the relevance of the revenue from oil royalties for fiscal policy and economic development of Rio Grande do Norte, and in particular to the municipalities that comprise the area of Oil Potiguar, it was necessary to establish a study of their influences on the dynamics socioeconomic status of this region. The overall objective of this paper is to investigate the contributions of extraordinary revenues arising from industrial activity for oil in Potiguar territory, to improve the quality of life of these cities. So, through the evolution of IDH-M was intended to observe if the royalties have contributed to human development in the counties studied. Data for the study were obtained from the IBGE, ANP and FERMURN and to analyze the evolution of two variables - royalties and IDH-M - descriptive methodology was used. At the end of the article concludes that one of the factors that resulted in improving the dynamics of development of municipalities in the region was the expansion of this extraordinary revenue in local budgets, which allows investments in programs that permitted improvement in the variables: income, longevity and education. The result of Pearson's coefficient (0.689) showed that there is a positive correlation between the variables in the period of 1995 to 2000.
