El objetivo del presente artículo es analizar el diferente acercamiento a dos organismos regionales que, aunque de distinta naturaleza, se verán afectados por la evolución y el cambio de régimen en España. Por un lado, y por motivos económicos, las relaciones con la Comunidad Europea fueron una prioridad para una parte importante de la España franquista desde los primeros años de Castiella. Sin embargo, la naturaleza autoritaria del régimen impidió a España formar parte de este organismo de integración regional hasta la llegada y posterior consolidación de la democracia. Al contrario, las autoridades españolas fueron invitadas a participar desde el principio, sin exigencias políticas, en la Conferencia para la Seguridad y la Cooperación en Europa; organismo de cooperación regional puesto en marcha en Helsinki el verano de 1973, y desde el que España pudo mejorar y reforzar sus relaciones tanto con los Estados de la Europa Occidental como los de órbita soviética.
The aim of this paper is to analyze the different Spain's rapprochements to two regional organizations that, although different in nature, were affected by the evolution of Spanish regime. On one hand, Franco's Spain had as a priority to establish good relations with the European Community for economic improving reasons since the first years of Castiella's term as Ministry of Foreign Affairs. However, the authoritarian nature of the regime prevented Spain to join this regional integration organization until the arrival and subsequent consolidation of democracy. On the other hand, the Spanish authorities were invited to participate at the Conference on Security and Cooperation in Europe without any political requirements or restrictions in this case. This regional cooperation organization was set up in Helsinki in 1973 and allowed Spain to improve and reinforce its relations with both Western and Eastern European states.
