From a review of instructional design theories, research, and practice, the author has derived his First Principles of Instruction. In this article, he suggests a rubric for using these principles to evaluate existing instruction. The article presents a Course Evaluation form and accompanying demonstration and application rubrics that enable the user to examine an existing course to determine the extent to which First Principles of Instruction have been implemented. For purposes of statistical analysis, the article also suggests a scoring procedure that assigns a value of from 0-10, indicating the degree of conformance to First Principles. The remaining sections summarize First Principles and the instructional design concepts involved in these principles and the accompanying rubrics.
