The paper analices the first two years of presidente Felipe Calderóns government, starting from the challenged 2006 elections to the terrorist attack on September 15, 2008, in Morelina, Michoacán. In the context of the shadow of illegitimacy which has accompanied the present administration, the fact that there is a divided government and a deep social and political polarization, president Calderón has been forced to negotiate temporary government and parliamentary coalitions, mainly with the PRI, because the PRD, which is the other important political party, has refused to have any relation with Calderons government. The consequences have been negative, so far, as the government has not gained any credibility or popular trust and it does not seem that it will do any better in next years midterm elections.
