La gobernabilidad democrática en la región andina es preocupante: Colombia está, desde 1964, sumida en un intenso conflicto armado; en Venezuela se vive una intensa polarización política; en Bolivia, Perú y Ecuador se ha vivido en la última década una inestabilidad política tal que cinco de sus presidentes no han terminado sus mandatos constitucionales. Los problemas de estabilidad política que sacuden a estos países no se correlacionan con un mal desempeño macroeconómico. Aunque durante los últimos cinco años se tuvo un ligero crecimiento económico en la región, la situación social y política ha sido inversamente proporcional. Es por esto que se ha dado una gran desafección entre la sociedad, sus instituciones y sus gobernantes. ¿La razón? Los déficit en el desempeño económico y social de las democracias andinas y el deterioro de los sistemas de partidos. No se han constituido sistemas sólidos de partidos políticos que encuadren los procesos de agregación y articulación de intereses necesarios para gobernar. Al contrario, se ha afianzado en la región una intensa fragmentación de los sistemas de partidos. En la actualidad existen en la región andina 221 partidos políticos de los cuales sólo el 43 por 100 tiene participación; por otra parte, se ha incrementado la personalización de la política, en particular, por los llamados outsiders. En todos los países andinos, los partidos han sido literalmente desplazados del monopolio de la representación política por el poder mediático y económico, exacerbando aún más el sentimiento de desafección de la población con los partidos políticos y sus gobernantes. De este caldo de cultivo se gesta la gran crisis de gobernabilidad democrática que vive la región en la actualidad

At the present time 221 political parties exist in the Andean region of which only 43 por 100 have participation; on the other hand the personalization of politics has been increased by the «outsiders». In all the Andean countries, the political parties have been literally displaced of the monopoly of the political representation by the mediatic and economic power, increasing even more the feeling of disaffection of the population with the political parties and their governors. Of this broth of culture the great crisis of democratic governability in the región is developed
