El tema de la participación ciudadana en la gestión local, ha ocupado un lugar preferencial en las propuestas formales de reforma del Estado en Venezuela. En este contexto, toma relevancia la capacitación e información a los ciudadanos. El propósito de este trabajo es analizar las prescripciones sobre la información y capacitación al ciudadano en el marco institucional venezolano. Para ello, se estudiaron, la Constitución (CN) de 1961, la Constitución de la República Bolivariana de Venezuela (CRBV) de 1999 y otra normativa. Los resultados revelan que: 1) En la CN, la información y capacitación al ciudadano es de poca relevancia. 2) En la normativa vigente hasta 1998, se evidencian deberes y derechos de la información al ciudadano, mientras que la capacitación es referida de manera general a algunas áreas como salud, electoral, deportiva y cultural. 3) La CRBV, le asigna un rol signifi cativo a la información y la capacitación al ciudadano; destacándose como un deber a ser cumplido por los diferentes niveles de gobierno, en corresponsabilidad con la sociedad. 4) El marco legal aprobado desde 1999, muestra avances acerca de la información y capacitación al ciudadano, en comparación al resto de la normativa de años anteriores. Se concluye que, la información y la capacitación al ciudadano tienen importancia signifi cativa en el nuevo marco institucional venezolano, contribuyendo a crear condiciones para el ejercicio de la participación ciudadana.
The subject of citizen participation in local management, has occupied a preferential place in the formal proposals of reform of the State in Venezuela. In this context, it takes relevance the qualification and information to the citizens. The intention of this work is within the framework to analyze the prescriptions on the information and qualification to the citizen institutional Venezuelan. For it, they studied, Constitucio'n (CN) of 1961, the Constitution of the Bolivarian Republic of Venezuela (CRBV) of 1999 and another norm. The results reveal that: 1) In the CN, the information and qualification to the citizen is of little relevance. 2) In the effective norm until 1998, duties and rights of the information to the citizen, whereas the qualification is referred in general way to some areas like health, elections, sport and cultural are demonstrated. 3) The CRBV, assigns a significant roll to the information and qualification to the citizen; standing out as to have to be fulfilled by the different levels from government, in co responsibility with the society. 4) The approved legal frame from 1999, shows advances about the information and qualification for the citizen, in comparison to the rest of the norm of previous years. One concludes that, the information and the qualification to the citizen has significant importance in the new Venezuelan institutional frame, contributing to create conditions for the exercise of citizen participation
