La financiación europea de la ampliación de la Unión tiene unas implicaciones políticas y administrativas de gran alcance; por una parte, persigue la adaptación institucional ("institution building") y la adopción anticipada del acervo de la Unión; y, por otra parte, pretende reforzar la cohesión de los futuros miembros de la Unión y prepararles y capacitarles en la gestión y en control de los fondos europeos. La Unión Europea ha desarrollado una estrategia preadhesión para la ampliación a los Países de Europa Central y Oriental tal como se refleja en las Perspectivas financieras 2000-2006, lo que ha permitido canalizar esta financiación a través de tres instrumentos financieros: el programa PHARE, el instrumento ISPA y el programa SAPARD, cuya gestión corresponde a las estructuras administrativas de los Estados candidatos, y la coordinación y supervisión a la Comisión Europea. Para el próximo período 2007-2013 se han refundido los fondos anteriores en un Instrumento de Ayuda a la Preadhesión (IPA) que canalizará el apoyo financiero tanto a los países candidatos (Turquía, Croacia y Macedonia) como a los potenciales candidatos de los Balcanes Occidentales.
Community funds for the accession to the European Union have important effects from a political and administrative perspective; on one hand, the aim of the funding is the "institution building" and the implementation and enforcement of the "acquis communautaire"; and, on the other hand, the goal is to strengthen the cohesion of the forthcoming Member States and to improve the management and control of the European funds. EU has developed a pre-accession strategy on the enlargement to the Central and Eastern European Countries that is based on the Financial Frameworks 2000-2006. In this period the European funds are PHARE programme, ISPA instrument and SAPARD programme. The beneficiary countries administrative structures are responsible of the management and financial control under coordination and supervision of European Commission. In the next European financial framework 2007-2013, the Instrument for Pre-Accession Assistance (IPA) has been envisaged. The Community assistance through IPA will support the candidate countries (Turkey, Croatia and Macedonia) as well as the potential candidate countries of the Western Balkans.
