    Una proposta d'arquitectura constitucional per a la Unió Europea:

    créixer en constitucionalisme sense créixer en estatisme [ANTONIO-CARLOS PEREIRA MENAUT] La Unió Europea ha viscut als darreres vint anys alguns deis canvis més significatius des del seu naixement als anys 50. L'impacte del Tractat de Maastricht, Amsterdam, Niça, la previsible ampliació a l'Est de Europa i l'endèmic desconeixement que té la ciutadania comunitària de la construcció europea, ha provocat un gran debat sobre l'arquitectura de la Unió Europea. Cada vegada es plantegen amb més rotunditat els nous reptes que té al davant la construcció europea. El Dr. Pereira, catedràtic Jean Monnet de Dret constitucional a la Universitat de Santiago de Compostela, planteja idees, algunes molt innovadores, pel que fa a l'arquitectura constitucional per a la Unió Europea. El seu plantejament parteix de la base de que es pot créixer en constitucionalisme sense que això suposi créixer en estatisme.

    A proposal of constitutional architecture fort the European Union:

    growing in constitutionalism without growing in statism In recent years, the European Union has been through some of its most significant upheavals since it was created in the 50s. The impact of the Treaty of Maastricht, Amsterdam, Nice, the foreseeable extension to cover Eastern Europe, and the endemic ignorance of Community citizens as to the building of Europe, is spawning a major debate on the architecture of the European Union. The new challenges involved in the building of Europe are being addressed with increasingly greater drive. Dr. Pereira, professor Jean Monnet of Constitutional Law of the University of Santiago de Compostela, brings up ideas, some of them groundbreaking, on constitutional architecture for the European Union. His approach is based on the possibility of the growth of constitutionalism without a growth in statism.
