Les contraintes subies par les serviteurs de l’État sont fortes : internationales, financières, managériales, politiques et médiatiques. L’État progresse donc sans crédit, avec moins de leviers d’action qu’hier, et des serviteurs quelquefois moroses. Les moyens sont pourtant considérables : en France, la dépense publique est relativement élevée et les serviteurs eux-mêmes ne sont pas à plaindre. Il convient en fait de retrouver des marges de manœuvre. Tel est l’objet de la lolf. Celle-ci cependant n’y suffira pas sans la définition d’une stratégie pour l’État.
The public servants are submitted to important constraints, be they international, financial, managerial, political or journalistic. The state operates without credit and with fewer levers of action than in the past and with civil servants who are often disenchanted. Yet, the means at its disposal are enormous. In France, public spending is relatively high and the civil servants themselves are not to be pitied. In fact, it is necessary to find new margins for maneuvering and this is precisely what the lolf (Organic law on financial statutes) is about. Yet it will not be sufficient without the definition of a strategy for the state.
