Se presenta una nueva metodología denominada Índice de Elecciones Democráticas, dise-ñada para evaluar el grado en que una elección es libre y equitativa. Esta herramienta consta de 30 indica-dores específicos que miden la integridad de una elección en una escala de 0 a 100 puntos. A diferencia de otras medidas existentes, estos indicadores (a) se fundamentan en normas y convenciones internacionales sobre derechos humanos ratificadas por la mayoría de países del mundo, por lo tanto, son de cumpli-miento obligatorio; y (b) trascienden el ámbito estrictamente electoral al considerar las condiciones para garantizar un sufragio libre y equitativo. Esta metodología innovadora, junto con los indicadores y el índice agregado, permite distinguir entre elecciones democráticas genuinas y simulaciones autoritarias. Además, es novedosa, con fundamento legal, y, por lo tanto, defendible ante cortes y tribunales
This article presents a new methodology: the Democratic Elections Index, designed to evaluate the extent to which an electoral process is free and fair. This tool consists of 30 specific indicators that measure electoral integrity on a scale of 0 to 100 points. Unlike other existing measures, these indicators (a) are based on international human rights standards and conventions ratified by most countries and are therefore mandatory; and (b) go beyond the strictly electoral sphere by considering the conditions that guarantee free and equal voting. This innovative methodology, together with the indicators and the aggregate index, allows for the identification of genuine democratic elections from authoritarian simulations. Furthermore, it has a legal basis, and is defensible before courts and tribunals
