Las Comunidades de Regantes son entidades de base privada que ejercen algunas funciones públicas. Atendiendo a la naturaleza mixta o bifronte de las Comunidades de Regantes, la Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno, las incorpora en su ámbito subjetivo de aplicación, pero únicamente respecto de las actividades que realizan con sujeción al Derecho administrativo. Este trabajo analiza el alcance del derecho de acceso a la información en poder de las Comunidades de Regantes a la luz de la doctrina emanada por el Consejo de Transparencia y Buen Gobierno y por sus homólogos autonómicos.
