La actualidad invita cada día desde todos los ámbitos a la reflexión sobre si nuestras estructuras siguen estando vigentes o requieren de algún cambio. En este caso, y dada la complejidad que representan hoy las relaciones internacionales, nos planteamos la necesidad o no de definir con un nuevo concepto a los ya muy conocidos derechos humanos. Ya sea porque el contexto en el que se ejercen es distinto y quizás invite a reflexionar sobre la existencia de nuevos derechos o de contenido nuevo para los ya reconocidos o ya sea porque las amenazas son distintas y cabría repensar si necesitamos nuevos mecanismos de protección para garantizarlos, entre otras cuestiones de relevancia. La respuesta a este interrogante es más que nunca, urgente.
The present extends a daily invitation to reflect upon whether our structures need updating or not. In this case, and given the complexity of today’s international relations, we ask ourselves whether it necessary (or not) to define the already well-known human rights in a different way. This may be so, because the context in which they are exercised has changed and it may call us to think about the existence of new rights or about new content in already existing ones, or even because threats have changed and it is time to rethink whether we need new protection mechanisms in order to guarantee such rights, among other relevant issues. The answer to this question is more urgent than ever before.
