En este trabajo se analiza la extensión del derecho de sufragio a los extranjeros residentes en Italia, poniendo de manifiesto las diferentes concepciones del «δεμοσ» que se encuentran en su base, la peculiar concepción de la rigidez constitucional que ha impregnado el debate sobre esta cuestión en Italia y la reacción «estrábica» al fenómeno migratorio que denota la normativa italiana al respecto, que por una parte amplia el «δεμοσ» político según perspectivas tradicionales del «ius sanguinis» y por otra levanta barreras a la integración de los nuevos residentes. El resultado final es de un inmovilismo sustancial sólo matizado por el recurso a instrumentos de participación de inmigrantes de carácter menor (consultivos o reducidos al ámbito de los distritos municipales) motivado por la imposibilidad de usar los mecanismos de reforma constitucional y por la exigencia de mantener una homogeneidad sustancial del tratamiento de los ciudadanos extranjeros no comunitarios en todo el territorio nacional.
In this paper the author analyses the extension of suffrage rights for foreigners that reside in Italy, he also evidences the different conceptions of “δεμοσ” that are on its base, he analyses too the particular conception of the constitutional rigidity, that has impregnated the whole debate about this question in Italy, and the strabic reaction to the migration phenomenon that Italian normative denotes. On one hand, this normative widens the politic “δεμοσ” according to the traditional perspectives of “ius sanguinis”; on the other hand, puts up barriers to integration of new residents. The final result is a substantial inmobilism that is only tinged with opportunity of immigrants’ participation through minor instruments, like consultative process or participation inside the municipal districts. This result is caused by the impossibility of using the constitutional reform mechanism and the exigency of keeping and substantial homogeneity of the treatment given to non communitarian foreigners in the national territory.
