Este trabajo examina los desafíos pendientes del nivel intermedio de gobierno en España, analizando el impacto de los últimos quince años, que incluyen las dos grandes crisis del siglo XXI. Esta experiencia permite proponer cinco vectores clave para una futura reforma: suficiencia financiera, autonomía tributaria y responsabilidad fiscal, equidad y nivelación interterritorial, gobernanza multinivel y el nuevo marco de estabilidad fiscal. Concluye con recomendaciones destinadas a mejorar significativamente el desempeño del sistema es esos cinco ámbitos.
This paper examines the pending challenges of the intermediate level of government in Spain, analyzing the impact of the past fifteen years, including the two major crises of the 21st century. This analysis identifies five key vectors for future reform: financial sufficiency, tax autonomy and fiscal responsibility, equity and interterritorial equalization, multilevel governance, and the new fiscal stability framework. Finally, a set of recommendations is presented to significantly enhance the performance of the multi-level system in these five areas
