La crisis sanitaria del Covid-19 amplificó las tensiones arrastradas entre China y Estados Unidos por la hegemonía mundial. Ya poco antes de la pandemia, Donald Trump había iniciado la guerra comercial entre ambas naciones, y eso afectó las confianzas frente a la amenaza global de la enfermedad, que además se originó en China. Las disyuntivas de la política exterior chilena se complejizaron, porque salieron del clásico ámbito político militar y la seguridad internacional debió considerar los aspectos científicos, sanitarios y económicos para procesar los desafíos de la amenaza. El enfoque utilizado por Chile es analizado desde el equilibrio de poder, y repercutió en la constitución de estrategias multidimensionales hasta ajustar el problema a un enfoque sanitario de carácter estatal. Chile jugó con un enfoque diversificado de apoyos, desde Boris Johnson al líder chino. Sobre la base de entrevistas y análisis documental, se reconstruye la agenda sanitaria chilena con base en el interés nacional y cómo se manifestó en medio de la transición hegemónica y la competencia global chino-estadounidense.
The Covid-19 health crisis amplified the ongoing tensions between China and the United States over global hegemony. Even before the pandemic, Donald Trump had initiated a trade war between the two nations, undermining mutual trust in addressing the global threat posed by the disease, which also originated in China. Chile’s foreign policy dilemmas became more complex, transcending the traditional political-military sphere as international security had to incorporate scientific, health, and economic dimensions to address the challenges of the crisis. Chile’s approach is analysed through the lens of the balance of power, resulting in the development of multidimensional strategies that ultimately adjusted the issue to a state-driven health policy framework. Chile adopted a diversified strategy of alliances, engaging actors ranging from Boris Johnson to the Chinese leadership. Drawing on interviews and documentary analysis, this study reconstructs Chile’s health agenda based on national interest and its manifestation amidst the hegemonic transition and Chinese-American global competition.
