El Gobierno ha iniciado la tramitación legislativa para el restablecimiento de la Comisión Nacional de la Energía (CNE) con el objetivo de hacer frente a la emergencia climática y al proceso de transición ecológica. Se propone así la segregación de la CNMC en un contexto energético que sitúa al consumidor en el centro de un modelo de suministro descentralizado. Así, el presente trabajo tiene por objeto examinar el Proyecto de Ley de restablecimiento de la Comisión Nacional de la Energía (CNE), que tiene como finalidad recuperar una autoridad reguladora nacional altamente especializada y que aborde el sector energético en exclusiva. En este proyecto de ley se deben introducir mejoras, como exponemos en detalle, si pretende adaptarse a los desafíos del cambio climático y a la transición hacia una economía descarbonizada.
The Spanish Government has begun the legislative process for the reestablishment of the National Energy Commission (CNE) with the aim of addressing the climate emergency and the ecological transition process. The segregation of the current Spanish regulatory authority is thus proposed in an energy context that places the consumer at the center of a decentralized supply model. Thus, the purpose of this paper is to examine the Draft Law for the reestablishment of the National Energy Commission., which aims to recover a highly specialized national regulatory authority that addresses the energy sector exclusively. Improvements must be introduced in this draft law, as we explain in detail, if it is to adapt to the challenges of climate change and the transition towards a decarbonized economy.
