Esta pesquisa avalia a influência de organismos multilaterais de concertação política e segurança regional nas relações de díades historicamente conflitivas. O foco está nas dinâmicas securitárias sul-americanas, em face da correlação entre ameaças tradicionais, presença de atores não-estatais e ameaças não-tradicionais. O intuito é analisar se o distensionamento que gerou as condições para a cooperação regional multilateral em segurança na América do Sul produziu, também, efeitos dessecuritizadores nas relações bilaterais que compõem esta regionalidade, que é tradicionalmente tensionada e com limitados resultados de cooperação e construção de confiança. Para tanto, investigamos organismos multilaterais, como a UNASUL e seu Conselho de Defesa Sul-Americano, e as possíveis mudanças na relação colombo-venezuelana a partir da criação destes organismos. A pesquisa propõe uma abordagem qualitativa e metodologia de revisão bibliográfica a respeito do tema. Para além da literatura acadêmica, foram utilizados documentos oficiais da UNASUL e notícias publicadas em meios de comunicação. As conclusões do estudo apontam que a influência da cooperação multilateral institucionalizada não foi suficiente para dirimir, ainda que minimamente, a relação historicamente conflituosa entre a Venezuela e a Colômbia. Ainda, ao considerar que o período temporal da análise corresponde aos primeiros dez anos de funcionamento dos organismos estudados, tem-se um elemento sintomático que questiona a efetividade da cooperação regional em política e segurança desde seu início.
This research aims to assess how multilateral organizations of political coordination and regional security influences the relations of historically conflicting dyads, with a specific focus on South American security dynamics regarding the correlation between traditional dynamics and the presence of non-state actors and non-traditional threats. The purpose is to analyze whether the decreased tension that created conditions for the development of multilateral regional cooperation in security in South America also produces desecuritizing effects on the bilateral relations – tradition- ally tense and with limited results of cooperation and trust – that make up this regionality. Therefore, this study investigates multilateral organizations, such as UNASUR and its South American Defense Council, and the possible changes in the Colombian-Venezuelan relationship since the creation of these organizations. The research is rooted in a qualitative approach and the methodology is a literature review on the topic. In addition to academic literature, official UNASUR documents and news published in the media were used. The conclusions point out that the influence of institutionalized multilateral cooperation was not enough to resolve, even if minimally, the historically conflictual relationship between Venezuela and Colombia. Also, when considering that the analyzed period corresponds to the first ten years of operation of the organizations studied, there is a symptomatic element that questions the effectiveness of regional cooperation in politics and security since its beginning.
