Subsidios a la demanda en salud: Una alternativa viable

    En este trabajo se sostiene que para resolver la crisis por la que atraviesa el sector de la salud en Chile, es necesario poner término al actual régimen de subsidios a la oferta y avanzar hacia un sistema de subsidios a la demanda.

    Conforme a lo anterior,el autor propone en estas páginas un modelo de subsidio a la demanda que no sólo tendría fácil aplicación y control en nuestro país,sino que permitiría reducir el tamaño del "Estado productor" en esta área y,al mismo tiempo, proporcionar una mejor atención médica a la población en su conjunto, es decir, tanto a quienes permanecerían en el sistema público de salud como a quienes optarían por las Isapres (Instituciones de Salud Previsional), todo ello -se señala-en un marco de subsidiaridad, justicia y libertad.

    This paper argues that to resolve the crisis through which the Chilean health sector is passing, the current regime of supply subsidies needs to ended and replaced by a move towards a system of demand subsidies.

    Accordingly, in these pages the author proposes a demand subsidy model which would not only be easy to apply and control in our country, but would also make it possible to reduce the size of the “producer State” in this area, and, at the same time provide better medical attention to the population as whole: i.e. those who would stay in the public health system as well as those who would opt for the Isapres (Private Health Insurance Institutions). All of this, it is argued, can be done within a framework of subsidiarity, justice and freedom.
