This article examines external debt in South American countries, addressing its economic, political, and social implications, and evaluating how international law has managed debt crises. Through a critical analysis, it highlights how policies imposed by the International Monetary Fund (IMF) and the World Bank have exacerbated inequalities and limited the economic sovereignty of debtor countries. The creation of an International Sovereign Debt Restructuring Mechanism (ISDRM) is proposed to promote fairer and more equitable solutions. Additionally, it suggests strengthening economic sovereignty through regional integration and the establishment of local debt funds. The article concludes that urgent reform in the international financial system is needed to allow South American countries to manage their debt without compromising their development and social welfare capacity, promoting a fairer international economic system.
