Las medidas generadas durante la Covid-19 en materia laboral y de protección social se denominaron "escudo social", enmarcándose las medidas -algunas buenas ideas, pero con muy mala ejecución, como se verá- en la obligatoriedad de la agenda normativa internacional y regional -Unión Europea-, y con un ligero y preocupante olvido de la Carta Social Europea (en adelante, CSE), como Tratado internacional más importante en materia de derechos sociales. Es así como, en este periodo, y con condicionantes regulatorios internacionales de por medio, nos encontraremos con avances y retrocesos en materia de protección social; protección social entendida como forma de lucha contra la pobreza y exclusión social en nuestro territorio.
The measures generated during Covid-19 in labor and social protection matters were called "social shield", framing the measures - some good ideas, but with very poor execution, as will be seen - in the mandatory nature of the international and regional normative agenda. -European Union-, and with a slight and worrying forgetfulness of the European Social Charter, as the most important international Treaty on social rights. This is how, in this period, and with international regulatory conditions involved, we will find advances and setbacks in terms of social protection; social protection understood as a form of fight against poverty and social exclusion in our territory.
