Este artículo pretende estudiar la iniciativa de reforma constitucional de las Comunidades Autónomas para, en concreto, hallar una respuesta jurídica a una de las principales aspiraciones surgidas a raíz del denominado «proceso soberanista de Cataluña»: la celebración de un referéndum autonómico de secesión. Analizaremos, para ello, el proceso constituyente, naturaleza, aplicación práctica y jurisprudencia del artículo 166 en relación al 87.2 de la Constitución española de 1978.
This article aims to study the constitutional reform initiative’s right conceded to Autonomous Communities to, specifically, find a juridical answer to one of the main aspirations germinated as a result of the so-called «sovereignty process of Catalonia»: the holding of an autonomic secession referendum. To this end, we will analyze the constituent process, nature, practical application and jurisprudence of article 166 in relation to 87.2 of the Spanish Constitution of 1978.
