La financiación autonómica es, sin duda, un tema de plena actualidad, lo que impone el debate del modelo vigente en el marco constitucional, implementando posibles mejoras que garanticen una mejor financiación para todas las comunidades autónomas. En un momento plagado de tensiones políticas, y con la pretendida aprobación del llamado modelo del cupo catalán en un horizonte cercano, resulta imprescindible, antes de llevar a cabo cualquier reforma de la financiación autonómica, repasar los dictados de nuestra Constitución y en particular los principios constitucionales que han venido informando el sistema de financiación desde su aprobación. Esta será la herramienta de mayor utilidad para evitar que la singularidad que representan los regímenes de los territorios forales, lejos de acotarse y ajustarse a los mandatos constitucionales como propongo, se replique por Cataluña, sin pensar en las posibles consecuencias negativas para todos
Regional financing is, without a doubt, a highly topical issue, which requires the debate of the current model within the constitutional framework, implementing possible improvements that guarantee better financing for all the Autonomous Communities. At a time rife with political tensions, and with the intended approval of the so-called Catalan quota model in the near future, it is essential, before carrying out any reform of regional financing, to review the dictates of our Constitution and in particular the constitutional principles that have been informing the financing system since its approval. This will be the most useful tool to prevent the singularity represented by the regimes of the Foral Territories, far from being limited and adjusted to the constitutional mandates, as I propose, from being replicated in Catalonia, without considering the possible negative consequences for everyone
