La irrupción de la inteligencia artificial exige evaluar sus efectos sobre la Democracia y el Estado Constitucional. El miedo a ser sustituido por nuestras propias creaciones es antiguo, empero, el peligro de una herramienta capaz de realizar tareas propias de la racionalidad implica por primera vez ser reemplazados en aquella característica que define a nuestra especie y sobre la cual hemos construido nuestra existencia jurídico-política. Es necesario regular el uso de las IA para proteger la voluntad popular, evitar la manipulación conductual, impedir la creación y uso de armas autónomas, prevenir el delito y otras circunstancias que alteren la Democracia. Discutir sobre el rol del Lenguaje y la Verdad en este régimen, implica identificar las características que conservarán para mantenerlo y su utilidad frente a la opresión, que se manifestaría en el control de las IA por los Estados u otros interesados en mantener un poder opuesto a una sociedad abierta.
The irruption of artificial intelligence requires evaluating its effects on Democracy and the Constitutional State. The fear of being replaced by our own creations is old, however, thedanger of a tool capable of performing tasks typical of rationality implies for the first time being replaced in that characteristic that defines our species and on which we have built our legal and political existence. It is necessary to regulate the use of AI to protect the popular will, avoid behavioral manipulation, prevent the creation and use of autonomous weapons, prevent crime and other circumstances that alter Democracy.
