Una pregunta insoslayable guía el contenido de este artículo: ¿por qué la población negra, afrocolombiana, raizal y palenquera (NARP) presenta los índices de desarrollo social y económico más bajos en Colombia? La respuesta a este importante interrogante se constituye en el eje central que dio origen al proceso investigativo que pretende, en términos generales, presentar el panorama histórico y socio jurídico que caracteriza a esta población. Se trata, fundamentalmente, de establecer una relación causa-efecto entre el pasado, el presente y el futuro de quienes han participado desde un comienzo en formación del país llamado Colombia y han sido excluidos e invisibilizados por la historiografía tradicional, negándoles el derecho a la igualdad histórica de quienes, diferentes ambientes y espacios, han forjado la nacionalidad colombiana.
An unavoidable question guides the content of this article: why does the Black, Afro- Colombian, Raizal and Palenquera (NARP) population present the lowest social and economic development indices in Colombia? The answer to this important question constitutes the central axis that gave rise to the investigative process that aims, in general terms, to present the historical and socio-legal panorama that characterizes this population.It is fundamentally about establishing a cause-effect relationship between the past, present and future of those who have participated from the beginning in the formation of the country called Colombia and have been excluded and made invisible by traditional historiography, denying them the right to historical equality of those who, different environments and spaces, have forged the Colombian nationality.
