O objetivo do presente trabalho é analisar como a regulação baseada na redistribuição pode contribuir para mitigar, e até mesmo superar, os entraves ao desenvolvimento trazidos pelo neoliberalismo. No trabalho serão apresentados e sugeridos quais deveriam ser os princípios fundamentais que deveriam obrigatoriamente nortear a atividade regulatória do Estado, a partir da qual seria possível buscar meios que permitam, ao mesmo tempo, o crescimento econômico dos agentes que atuam no mercado e a melhoria de vida das pessoas como um todo. Inicialmente, será apresentado um breve escorço histórico sobre o liberalismo e o neoliberalismo, detalhando-se as bases do primeiro, os motivos que levaram à sua crise e o surgimento do segundo. Em seguida, será apresentada a relação entre o desenvolvimento econômico e o neoliberalismo, apresentando-se indicadores objetivos que permitem avaliar a situação do desenvolvimento (ou a falta dele) no país nas últimas décadas, desde que o neoliberalismo passou a ser hegemônico nas relações não só econômicas, mas também sociais. Por fim, será conceituada a regulação e apresentadas as duas principais escolas que cuidam do tema, introduzindo-se as críticas a cada uma delas e debatendo-se as ideias de Calixto Salomão Filho que demonstram como utilizar a regulação econômica na busca do desenvolvimento, focando-se na redistribuição e se superando os entraves trazidos pelo neoliberalismo. O presente trabalho foi desenvolvido por meio de uma abordagem dedutiva, que envolveu a seleção e análise de artigos e bibliografia relacionados ao tema.
The objective of this work is to analyze how regulation based on redistribution can contribute to mitigating, and even overcoming, the obstacles to development brought by neoliberalism. The work will present and suggest what should be the fundamental principles that should guide all regulatory activity of the State, from which it would be possible to promote, at the same time, the economic growth of agents operating in the market and the improvement of people's lives as a whole. Initially, a brief historical overview of liberalism and neoliberalism will be presented, detailing the bases of the first, the reasons that led to its crisis and the historical plot until the emergence of the second. Next, the relationship between economic development and neoliberalism will be presented, presenting objective indicators that allow evaluating the development situation (or lack thereof) in the country in recent decades, since neoliberalism became hegemonic in social and economic relations. Finally, regulation will be conceptualized and the two main schools that deal with the topic will be presented, introducing criticisms of each of them and debating the ideas of Calixto Salomão Filho that demonstrate how to use economic regulation in the search for development, focusing redistribution and overcoming the obstacles brought by neoliberalism. The present work was developed through a deductive approach, which involved the selection and analysis of articles and bibliography related to the topic, in addition to consulting information available on the internet.
