Este trabajo estudia el sistema parlamentario bicameral y la adopción del unicameralismo en Venezuela en 1999. Para ello, examinaremos la definición del sistema bicameral y el origen de este en el Reino Unido, en Estados Unidos y en Venezuela. Posteriormente se observarán las bondades de dicho sistema en cuanto a que se alcanza una mejor representación poblacional, calidad legislativa y control del poder; así como se analizarán los mecanismos más efectivos para su funcionamiento. Finalmente, estudiaremos la eliminación del bicameralismo en Venezuela y la adopción de un sistema unicameral, esto con la intención de determinar si la misma fue una decisión acertada y conveniente para el estado de derecho y la separación de poderes del país
This paper studies the bicameral parliamentary system and the adoption of unicameralism in Venezuela in 1999. It examines the definition of the bicameral system and the origin of this in United Kingdom, United States and in Venezuela. Subsequently it observes the benefits of said system in achieving a better representation, quality of legislation, and control of other powers; also, it shall analyze the most effective mechanism for its operation. Finally, it studies removal of bicameralism in Venezuela and the adoption of a unicameral system; it is intended to determine whether it was the right and convenient decision for the rule of law and democracy.
