El artículo estudia las principales medidas adoptadas durante la pandemia del COVID-19 y en el periodo inmediatamente posterior en tres áreas de la protección social argentina: las transferencias a personas mayores, a hogares con niños/as y adolescentes y a personas en edad laboral. Se adopta un método mixto cuantitativo y cualitativo de análisis de las estadísticas oficiales, los datos presupuestarios del gobierno nacional y la legislación, enfocando los programas Alimentar, Potenciar Trabajo e Ingreso Familiar de Emergencia, las prestaciones del sistema previsional y de las asignaciones familiares. El objetivo de la investigación es analizar cómo evolucionó durante el periodo seleccionado la cobertura de la población destinataria de esos programas y la suficiencia de los montos otorgados en términos de la línea de pobreza. Entre los principales resultados se destaca la insuficiencia de los montos otorgados, la caída del gasto real en políticas sociales (con algunas excepciones) y la ausencia de medidas de carácter universal para la población en edad laboral.
The article studies the main federal government actions implemented during the COVID-19 pandemic and its aftermath, in three areas of Argentina’s social protection: income transfers for the elderly, for households with children and adolescents and for working-age individuals. A mixed research method - quantitative and qualitative - is conducted for the analysis of the official statistic as well the federal government budget and the legislation in force, focusing on programs such as Alimentar, Potenciar Trabajo, Family Emergency Income and the benefits provided by the pension and family allowance systems. The objective of the investigation is to explore how the cover-age of social programs evolved and what is the adequacy of income transfers in terms of national poverty threshold within the selected period. Initial findings indicate an in-adequacy of income transfers, a decline in real spending on social policies (with some exceptions) and the absence of a universal income transfer for the working-age population.
