    Se analiza la reforma parcial de la Ley Orgánica de Bienes Públicos, en donde se incrementan las potestades del órgano rector, se hacen cambios a los procedimientos establecidos, y se pierde la oportunidad de corregir la lesión a la garantía institucional de la autonomía de los entes públicos territoriales y otros aspectos de dudosa constitucionalidad.

    This research analyzes the amendments of the Public Property Organic Law, where we find an increase in the authority of the governing body; a substan-tial modification in the proceedings, and the missed opportunity to correct the vio-lation of the autonomy of the estates and municipal entities, among others issues related with the unconstitutionality on this law
