El reinado de Fernando VII es un período de transición también en la Historia de la Administración. Buena parte de él, pese a ser un gobierno absolutista, en especial en la Década Ominosa, también fueron de reformas administrativas con la intención de mantener el sistema político. En ese contexto se elaboró esta Instrucción que recogía la normativa para la organización y funcionamiento del Ministerio de Marina, siguiendo el modelo y la experiencia del siglo XVIII en un momento de crisis del Estado, de la sociedad y de la propia Armada.
