La aplicación de la Estrategia Territorial de la Comunidad Valenciana, de sus directrices que vienen a fijar y asignar los umbrales de crecimiento de las poblaciones por los planes generales, ha sido en etapa reciente controvertida y ha generado conflicto competencial en la relación de la Generalitat Valenciana con los Ayuntamientos y entre órganos dependientes de ésta. Se plantean críticamente en este estudio relacionado con la ocupación racional del suelo, el alcance de los instrumentos de ordenación del territorio, el no delimitado con precisión reparto de competencias entre los distintos órganos de la Administración autonómica, y la técnica empleada para cuantificar el ensanche de las poblaciones por la ETCV consistente en una fórmula matemática a la que se le ha dado valor normativo.
The application of the Territorial Strategy of the Valencian Community, of its guidelines that set and assign the growth thresholds of the populations by the general urban plans, has recently been controversial and has generated a conflict of jurisdiction in the relationship of the Generalitat Valenciana with the City Councils and others administrative bodies dependent on it. In this study related to occupation rational land use, it is critically raised the scope of territorial planning instruments, the undelimited with precision distribution of powers between the different bodies of the autonomous Administration, and the technique used to quantify the expansion of the populations by the Territorial Strategy of the Valencian Community consisting of a mathematical formula that has been given normative value.
