Este documento se adentra en la dinámica compleja y entrelazada del derecho a la información, la buena administración y su papel dentro del sistema constitucional. El objetivo es desentrañar cómo estos aspectos jurídicos se interconectan y evolucionan, contribuyendo a la estructura y la eficacia de la democracia moderna y la gobernanza. Para alcanzar este objetivo, el estudio adopta un enfoque sistémico, apli-cando teorías de sistemas complejos y autopoiesis. Esta metodología permite una visión integral de la interacción y funcionamiento de estos elementos dentro del marco constitucional, abordando conceptos como la autorreferencia, la interdependencia y la adaptabilidad. Entre las conclusiones destacadas, se encuentra la identificación del sistema constitucional como una entidad dinámica y autorregulativa, y la conformación del derecho a la información como elemento sistémico. Se revela la capacidad de estos sistemas de adaptarse a cambios sociales y políticos, manteniendo su coherencia en el marco jurídico y constitucional. Este análisis ofrece una perspectiva valiosa para entender la gobernanza y la legalidad en sociedades contemporáneas.
This document delves into the complex and intertwined dynamics of the right to information, good governance, and their role within the constitutional system. The aim is to unravel how these legal aspects interconnect and evolve, contributing to the structure and efficacy of modern democracy and governance. To achieve this, the study adopts a systemic approach, applying theories of complex systems and autopoie-sis. This methodology provides a comprehensive view of the interaction and function-ing of these elements within the constitutional framework, addressing concepts such as self-reference, interdependence, and adaptability. Among the key conclusions is the identification of the constitutional system as a dynamic and self-regulating entity, crucial to shaping the right to information and good administration. The study reveals the ability of these systems to adapt to social and political changes, maintaining their coherence within the legal and constitutional framework. This analysis offers a valu-able perspective for understanding governance and legality in contemporary societies.
