El objetivo del presente trabajo es medir la influencia de los ciclos políticos en la evolución del endeudamiento de los municipios y constatar si dichos ciclos influyen en la capacidad de endeudamiento. Se utilizaron las liquidaciones presupuestarias y los tipos impositivos de los impuestos propios obligatorios de todos los municipios españoles con datos disponibles publicados del periodo 1999-2022 que abarca seis citas electorales.
Confirmamos la evidencia de un comportamiento cíclico en los flujos anuales de deuda en los años prelectorales, tanto en periodos de incremento como de disminución del stock de deuda. En cuanto a los impuestos, los resultados sugieren que no existe evidencia de comportamiento cíclico observándose una tendencia clara a la estabilidad en el periodo estudiado.

The objective of this paper is to measure the influence of political cycles on the evolution of municipalities’ indebtedness and to determine whether these cycles influence their debt capacity. We used the budget liquidations and tax rates of the compulsory own local taxes of all the Spanish municipalities with available published data for the period 1999-2022, covering six electoral appointments.
We confirm the evidence of a cyclical behavior in annual debt flows in the pre-election years, both in periods of increase and decrease in the debt stock. As for taxes, the results suggest that there is no evidence of cyclical behavior, with a clear tendency towards stability in the period studied.
