El presente trabajo pretende ofrecer una visión totalizadora de la regulación del Gobierno telemático, entendiendo por tal la participación de miembros del Gobierno sin presencia física en su sede. Se estudiarán las primeras regulaciones autonómicas, la ulterior regulación estatal, la doctrina de los órganos consultivos y la jurisprudencia del Tribunal Constitucional con ocasión del proceso soberanista de Cataluña. Analizaremos finalmente su enfoque posterior en los ordenamientos autonómicos y en la normativa estatal a la luz de aquella jurisprudencia
This work aims to offer a comprehensive vision of the regulation of the telematic Government, understood as the participation of members of the Government without physical presence at its headquarters. The paper will study the first regional regulations, the subsequent state regulation, the doctrine of the advisory bodies and the jurisprudence of the Constitutional Court on the occasion of the sovereignty process of Catalonia. Finally, we will analyze its subsequent approach to regional and state regulations based on that jurisprudence.
