La Constitución de la provincia de Córdoba establece el instituto de la Audiencia Pública, que propicia la participación ciudadana para la sanción de: la Ley de Presupuesto, la Ley Impositiva y el Código Tributario. Los aportes no son vinculantes. El legislador incluye, en la Ley Anual de Presupuesto, modificaciones de normas permanentes, que exceden la vigencia de la regulación referida.También sucede que en códigos como el Tributario se incluyan modificaciones ajenas al mismo. Ello puede aparecer como una defectuosa técnica legislativa, pero a veces la deficiencia lleva a la inconstitucionalidad. La participación ciudadana y la inclusión de normas permanentes en leyes anuales han merecido tratamiento jurisprudencial.
The Constitution of the province of Córdoba establishes the Institute of Public Hearing, which encourages citizen participation for the sanction of: the Budget Law, the Tax Law and the Tax Code. Contributions are not binding. The Legislator includes, in the Annual Budget Law, modifications of permanent regulations, which exceed the validity of the aforementioned regulation. It also happens that Codes such as the Tax Code include modifications unrelated to it. This may appear as a defective legislative technique, but sometimes the deficiency leads to unconstitutionality. Citizen participation and the inclusion of permanent norms in annual laws have deserved jurisprudential treatment.
