The general objective of this article is to analyze the interactions between capitalist dynamics and the development of the citizenship process. As specific objectives, it will seek to understand the implementation of fundamental rights, as well as the fiscal and budgetary limits (the costs of rights) that the Brazilian State faces to guarantee the two dimensions of citizenship, that is, both in the political and social fields in the post-1988. A phenomenological-hermeneutic approach methodology, historical and monographic procedure methods will be used, together with the indirect documentation research technique. A first conclusion, which emerges from this work, concerns the fact that it is only through the interrelationship of the economic-capitalist system and the Constitutional-Social State that citizenship and fundamental rights promulgated by the Brazilian Magna Carta willbe consolidated
O presente artigo possui como objetivo geral analisar as interações entre a dinâmica capitalista e o desenvolvimento do processo de cidadania. Como objetivos específicos buscará compreender a efetivação dos direitos fundamentais, bem como os limites fiscais e orçamentários (os custos dos direitos) que o Estado brasileiro enfrenta para garantir as duas dimensões da cidadania, isto é, tanto no campo político quanto social no período pós-1988. Será utilizada uma metodologia de abordagem fenomenológico-hermenêutica, métodos deprocedimento histórico e monográfico, juntamente com a técnica de pesquisa por documentação indireta.Uma primeira conclusão, que sobrevêm deste trabalho, diz respeito ao fato de que constatação de que somente através da inter-relação de sistema econômico-capitalista e Estado Constitucional-Socialé que se consolidará a cidadania e os direitos fundamentais promulgados pela Carta Magna brasileira.
